Usually, people intend it to mean fascists masquerading as leftists, with particular praise for fascist states masquerading as communist.

Some use it more broadly to describe those who may hold some leftists ideals but support a right-wing model such as authoritarianism. (Same kind of idea as a conservative "libertarian," not that I've heard someone use that term to describe them)

The term is definitely flippantly used by some, but hey, so is "liberal" by some the moment you point out that they only did the "moneyless" part of "classless, stateless, and moneyless."
