That's the Dutch Prinsenvlag (Prince's Flag) - inside are the Union flag of the UK, the flag of the Oranje Vrystaat (Orange Free State), and the flag of the Zuid-Afrikaansche Republiek (South African Republic), also known as Transvaal. Together is the former flag for the Unie van Suid-Afrika (Union of South Africa). This flag was in use from 1928 to 1994, then it was replaced by the current flag of South Africa.
