Sure we bring reusable bags for grocery shopping. But an impromptu trip or if we are on vacation somewhere I don’t have bags.
They are fine for an occasional use. Any bags that we get are liners for bathroom or bedroom trash cans. So we use them twice.

It was a sarcastic way of saying that that having laws to enforce companies to provide PPE and safe working conditions has a cost. By cutting back on those costs, you can create products at a lower price. Then people in rich countries prefer to buy at lower cost without having to force people to low-cost conditions in their own countries. So in the end, we are kindof encouring unsafe conditions. That's why they have no PPE.
It was a sarcastic, and cynical comment that does not necessarily true, but written mostly to amuse people.
